- People who belong to SC, ST & OBC categories will get special preference
- People, whose livelihood is dependent on begging
- The tribal segment of the society
- Houses with all senior citizens
- Houses without male members, or if present, then is above 60 years.
- Houses having handicapped members or a single handicapped member
- People who lead their livelihood as labourers or belongs to the working class
- People having houses that are not well built and lack proper walls or roofs
In Urban Areas
- People who belong to the working class
- People who are security guards or night guards
- People who are sweepers, garbage pickers
- People who work for domestic purposes such as caretaker or maids
- Plumbers, mechanics, welders, gardeners, cobblers, electricians are also eligible
- Even the shopkeepers, retailers, home delivery service providers, drivers & conductors, drivers of other conveyances
- People who do small handicrafts
