BBMP’s E-Khata System Faces Challenge in Adoption
In an effort to enhance transparency and streamline property records, the Bruhat Bengaluru Mahanagara Palike (BBMP) launched its e-khata system as a pilot project back in 2022. However, the adoption of this digital initiative has been slower than anticipated, with only 8.6 percent of property owners obtaining the e-khata certificate.
Factors Contributing to Low Response
The low response to the e-khata system can be attributed to several factors. Lack of awareness about the new system and the difficulties in submitting the required documents, such as GPS data and KYC details, have hindered the progress. Despite the extensive promotional efforts by the BBMP, only a small number of people have completed the process, as stated by a senior revenue official.
Eliminating Exploitation and Simplifying the Process
One of the key intentions behind the implementation of the e-khata system was to prevent exploitation by officials such as the Assistant Revenue Officer (ARO) and Panchayat Development Officer (PDO). Previously, property owners had to go through an arduous process, often encountering fraudulent practices, and spend a significant amount of money to obtain a khata certificate. The e-khata system aimed to eliminate these issues and simplify the process.
Benefits and Expansion of the E-Khata System
Apart from addressing the concerns of property owners, the implementation of the e-khata system has brought significant benefits to BBMP’s revenue department. The digital system has facilitated better property management, promoted transparency, and increased accountability.
Initially rolled out in three wards of the Shantinagar sub-division, namely Domlur, CV Raman Nagar, and Jeevan Bima Nagar, the e-khata system was later expanded to include 11 wards. Subsequently, BBMP extended its reach to 30 more wards, encompassing areas like JC Nagar, Hebbal, Shivajinagar, Vasanthnagar, Pulikeshinagar, KG Halli, Maruthi Sevanagar, and HBR Layout.
Prohibition of Handwritten Property Rights Certificates
In addition to the e-khata system, BBMP has also put in place a prohibition on handwritten property rights certificates, except for those processed through Sakala. This move further demonstrates the organization’s commitment to digitize and streamline property-related processes.
To accompany the implementation of the e-khata system successfully, the BBMP needs to devise strategies to raise awareness about the initiative and simplify the document submission process. Challenges like obtaining GPS data and complying with KYC requirements can be addressed through public workshops, online assistance, and simplified documentation procedures.
With the benefits it brings to property owners and the revenue department, the successful adoption of the e-khata system will not only streamline processes but also contribute to the overall progress of Bangalore’s real estate sector. It is a step towards modernizing property management and ensuring transparency in dealing with property-related matters.
