The Bihar Industrial Area Development Authority (BIADA) was founded by Bihar legislation, notably by the Bihar Industrial Area Development Authority Act, 1974, with the goal of promoting and facilitating industry in the state of Bihar. The BIADA Act of 1974 and the Rules/Regulations made will offer the mechanism for achieving the specified goals and objectives.
Thus, BIADA is a statutory body that gets orders and instructions from the government every time, in line with the requirements of the BIADA Act, 1974. It allows land to entrepreneurs based on defined policies and rules. The state government obtains the land under the Land Acquisition Act and delivers it to BIADA for industrialization purposes.
BIADA must act in compliance with its statute, rules and regulations, and directions of the state government and the active industrial policies of the period.
Procedure and Process Of Land Allotment

- The following documents must be provided with an online application: –
- The most recent Net-worth Certificate must be given by a practising CA.
- All Directors/Shareholders’ Identity and Permanent Address Proof (Voter ID/Passport/Aadhar Card)
- Passport size photograph
- Reports of the Project (only.doc/.docx/.pdf files accepted)
- The site plan and proposed factory layout (Validation must be done by any reputed architect or an engineer).
- In the case of a firm, an authorization letter is required.
- Processing payment details for the non-refundable fee of Rs. 1000 for micro and Small Scale Industries. However, it is Rs. 5000 for large and medium Scale Industries. But, the refundable guarantee money fee is Rs. 2000 per acre for all.
- Certificate of Experience (MSME Registration, Certificate Under the Shop and Establishment Act, Sales & Income Tax Return, CST/ VAT/GST Certificate, PAN, Aadhar Card, etc.)
The Project Clearance Committee (PCC) of BIADA, chaired by the Managing Director, reviews and approves land allocation applications at regular intervals.

Online Registration Process For BIADA
This online portal is created only for entrepreneurs who want to start or have started a business in any of the industrial areas managed by BIADA in the state. The process of filing an online application for the registration of new and existing entrepreneurs includes:-
- When applying for a new allotment of land, any entrepreneur or applicant is eligible to register under the given heading ‘New Entrepreneur’ under the service tab.
- Entrepreneurs who already have land assigned in and around the industrial areas are eligible to use the online services, but they must first register themselves under the heading of ‘Existing Entrepreneur’ on the official website.
- After registering under the above mentioned heads, you will be provided with a login user ID and a password, which should be saved for future purposes by the entrepreneurs.
- Log in with the login ID and password to fill out the form and upload documents at the online portal. After submitting the application, check the current status of the application and access the final acceptance letter in their account.
Below is how the processing of your online application would take place:-
- The application will be further forwarded to the Executive Director of Regional Offices (PATNA/ BHAGALPUR/ DARBHANGA/ MUZAFFARPUR) after it is submitted.
- The regional headquarters will next conduct a preliminary review of the given application and, if needed, raise questions.
- You would be assigned an area in charge to inspect the unit and report the findings to the relevant regional offices (For Lease / Transfer, etc.).
- Following that, the application, as well as the findings of the person in charge of the area, will be sent to their relevant regional office for further processing.
- Finally, after submitting all the required paperwork and paying any outstanding fees (if any), a certificate would then be issued and posted to the web portal.
BIADA Latest Updates
On July 19, 2022, a cabinet meeting chaired by Chief Minister Nitish Kumar decided to offer a 20 to 80 per cent reduction on the leasing fee of land owned by the Bihar Industrial Area Development Authority (BIADA). This will stimulate industrial development and investment in Bihar.
S. Siddhartha, Additional Chief Secretary of Bihar Cabinet Department, stated after the meeting that BIADA leases land to entrepreneurs for 90 years in order for them to establish industries. At the moment, the land rate is based on MVR.
The state government will now offer discounts ranging from 20% to 80% on land leases in Bihar’s 54 industrial regions. The government’s action will allow entrepreneurs to obtain land at a lower cost in order to establish businesses. The inflow of investment will boost industrialization in the state and economic development. The state now has 74 BIADA industrial zones in operation. BIADA has received 2900 acres of land from closed sugar mills for development as an industrial region.
The districts where BIDA’s land MVR has been awarded an 80 per cent discount are Gopalganj Hathua Phase I and II, Aurangabad, Siwan’s New Siwan Phase I and II, Rohtas’s Bikramganj area, Gaya, and Buxar’s Dumraon. The district includes Guraru, Munger, and Jamalpur areas of Munger district; Ramnagar of West Champaran; Udakishunganj and Murliganj of Madhepura; Jhanjharpur of Madhubani; the Biharsharif area of Nalanda district; and the Saharsa area of Saharsa district.
Similarly, Bettiah in West Champaran, Bihiya in Bhojpur, Dehri in Rohtas, Jehanabad, Bihta, Sakri, Siwan in Madhubani district, Katihar, Khagra area of Kishanganj, and Sitamarhi, Dharampur in Darbhanga, are among the districts where the MVR of BIADA land has been lowered by up to 60%.
Besides that, discounts of up to 40% will be offered in Bhagalpur’s Burari, Purnia City, Purnia’s Banmankhi, Darbhanga’s Donar and Bela, East Vaishali’s Hajipur, Champaran’s Raxaul, Barun and Aurangabad, Buxar and Lakhisarai.
Maranga in Purnia, Lohat Phase I, 2 and 3 in Madhubani, Forbesganj in Araria, Sugauli, Muzaffarpur and Korra in East Champaran, Hajipur, Fatuha in Patna, Goraul Phase 1 and 2 in Vaishali, Patliputra, Nawada Warisaliganj, Nawanagar in Buxar, Khagaria Industrial Centre in Khag, and Sitakund in Munger districts will receive a 20% discount.
