In September, Haryana Chief Minister, Manohar Lal Khattar announced an ambitious administrative reform for Gurgaon. The proposed Gurgaon Development Authority will work for development and betterment of infrastructure and other related amenities in Gurgaon. While many people have demanded for such an authority for a long period of time, skeptics fear that this will just one authority duplicating work of others and creating confusion in process. They also feel that it might cross ways with authorities like Municipal Corporation and slow down current work which is in progress in various sectors of Gurgaon.
While the public discussion is wide open, the reality remains that Gurgaon is growing at a fast pace but the speed of development is unable to match with this pace. A body dedicated exclusively to look after basic infra and amenities besides a holistic overview of the city’s development will be quite useful in this regard. It will also be a step towards decentralization as many decisions earlier taken in the state capital Chandigarh will now be taken in Gurgaon itself. This will boost decision making, files will be cleared faster and the city will receive priority by policy makers.
For real estate in Gurgaon, this will be a shot in the arm as overall development is one factor that has kept some home buyers away. This will instill confidence in buyers and motivate them to buy in the city. The corpus of INR 500 crores will act as a further stimulus for the realty sector. The developers, instead of approaching multiple authorities will have to coordinate with just one so it will help expedite the projects and help in timely completion and handover. Ultimately capital appreciation would be accelerated with improvement in market sentiments.
The body is expected to be functional from November 1, which is celebrated as Haryana Day. It now remains to be seen as to how the members will be chosen for GDA and what charter does it follow. A lot of how beneficial it will ultimately be shall depend on its operational structure and mandate as decided the by the State government. A draft has already been circulated which is said to be inspired by Jaipur Development Authority and has the CM as the head of GDA.
