The Rajasthan Government set up the Rajasthan Housing Board in 1970 with a noble objective to provide housing for the poor, needy, and homeless people in the state of Rajasthan. The jurisdiction of the RHB is in every district headquarter, town, and cities excluding Karauli, Jalore districts, and Barmer headquarters.
The Rajasthan Housing Board (RHB) based in Jaipur has been conducting draws by the lottery system for the allotment of houses at regular intervals. Now, the RHB housing board is in the process of conducting an e-auction to sell the houses which remain unallotted from the previous schemes. The Rajasthan Housing Board was formed on 24 February 1970 by the promulgation of the Rajasthan Housing Act no. 4 of 1970 based on an assent from the Governor of Rajasthan.
The RHB was founded as an autonomous body headed by a Chairman who is appointed by the Rajasthan State government. There are also 6 non-official members nominated by the state government. The official members of the Rajasthan housing board include the Secretary to the government (finance), the chief town planner, and the housing commissioner of the housing board. There is also an official member who is the Principal Secretary to the government.
Rajasthan housing Board Allotment Procedure
The Rajasthan housing board organizes lottery draws for homes and plots for economically weaker sections, the poor, the homeless, and also for people in middle-income groups and higher-income groups.
The Rajasthan Housing Board (RHB) has fixed processing fees to apply for housing in each of the economic categories. This processing fee is Rs 500 for the economically weaker section (EWS) and Rs 700 for the lower income group (LIG). There are 2 categories in the middle-income group, MIG- A and MIG- B. The processing fee for applying for the lottery for allotment of housing is Rs 1000 for MIG– A and Rs 1500 for MIG- B.
The processing fee is Rs 2000 for the high-income group.
The economically weaker section (EWS) has been defined by the Rajasthan Housing Board as those having an income less than Rs 3 lakhs a year, the Low-income group as those having an income between Rs 3 to 6 lakhs per year. The people falling within the MIG -A category is those who have an annual income falling between Rs 6 to Rs 12 lakhs and the MIG– B as those with annual incomes between Rs 12 to 18 lakhs per annum.
The registration fees also vary with the income groups. The registration fee is Rs 7000 for the economically weaker group (EWG), Rs 15000 for the lower-income group, Rs 50000, and Rs 80000 for the MIG- A and MIG-B groups respectively. The registration charges are Rs 120000 for homes being allotted to people from the higher income group.
The payment terms are, however, common for all economic categories. The initial payment of the registration amount is 10% of the value of the property for both individual homes as well as multistorey apartments. Thereafter, there are 4 equal EMIs (Equal monthly installments) of 22.5% of the value of the property for individual homes but 7 EMI’s for multi storey flats. The first 4 EMI’s are 15% of the cost of the flat and the remaining 3 are 10% of the cost of the flat. The installments are to be paid in 1st, 4th, 7th, 10th, 13th, 16th, and 19th months from the date of registration.
The results of each lottery are individually published on the site www.isg.urban.rajasthan.gov.in. The winners can proceed with registration and payment.
The reasons for the large numbers of properties sold by the Rajasthan Housing Board were found to be higher costs than the market price. However, the cost of many flats in posh areas in Jaipur has increased from a market value of Rs 45 lakhs to Rs 65 lakhs by the Rajasthan Housing Board. A Times of India correspondent investigated and found that the cost of some properties had been increased by 40% by the RHB.
As the number of unsold inventory of the Rajasthan Housing Board continued to increase, deputy housing commissioners across the state were asked to revise prices and offer the property at a discount. This resulted in several flats being sold at 30-40% discount.

The Inspector General of Revenue and Stamps (IGRS) has a useful website known as the e-panjiyan. The IGRS has several important responsibilities that include enforcement of provisions of the registration act 1908, amendment of the law of stamps in Rajasthan, to provide transparency on the work of registration and make it hassle-free. The prime function of the IGRS is to help In increasing the revenue of the state by ensuring the collection of stamp duty and registration fee based on evaluation of the market value of properties.
The District Level Committee is a part of the Rajasthan e-panjiyan portal and it fixes the minimum rate of any property for registration. The DLC ensures that the valuation of any property does not go below a minimum rate and is an effective tool to prevent fraud and saving of stamp duty along with registration charges by undervaluing property.
Rajasthan housing board: latest Schemes
One of the latest RHB Housing Scheme was to offer plots in Jaipur, Kota, and Bikaner for e-auction. This scheme was launched in January 2021 and required applicants to pay 13% of the value of the plots to be able to be a part of the bidding process. This auction was closed on 22 January 2021.
In another notification, the Rajasthan housing board (RHB) had offered shops and showroom spaces in prime locations in Sawai Madhopur and Jaipur through e-auction. This scheme was also closed on 22 January 2021. The RHB, however, has a few shops unsold and has asked interested persons to apply for the unsold shops.
The Rajasthan housing board has recently launched several new schemes to generate more revenue and also make its area of operations more diverse. One of these is the announcement of a coaching hub which will be a university-like campus for 60000 students. The hub will be on 6500 sq. m of land in Pratapnagar and will have eight towers.
Another project of RHB is the construction of a fountain square on THE vacant land in Mansarovar. The entire area will have several fountains, food outlets, centres for cultural programs, and will be designed along the lines of famous city squares such as Times Square in New York.
The RHB has announced another project of building food courts or Chaupatis in the areas where the board has housing societies. This will beautify the place and encourage people to hang out near their residences. The Rajasthan housing board has an e-auction facility. A user needs to go to the website and click on the menu of e-services and select ‘auctions.’ On clicking this option, details of property under auction will be displayed. One can download the notification of a particular auction for further information and action.
The process of the e-auction
The process of bidding for an e-auction begins with the registration on the official website ‘https://pmmodiyojana.in/rhb-e-auction/’. After selecting the option ‘click here for registration’, more options will appear and the ‘bidder registration’ needs to be selected next. On the application form that needs, name, address, contact number, email ID, user type, PAN number, bank account details have to be filled up. Next, a suitable and unique user name is to be put in and a password is to be entered. The user will be able to log in using this user name and password.
After selecting the register option, a registration fee needs to be paid online. After the registration fee is paid, the user can log in and participate in the bidding process. There is a helpline number 01412744688 that can be used for help during the registration process.
A security deposit has to be paid as a part of the bidding process. This security deposit is Rs 5000 for bidding for property in the economically weaker section (EWS) category. The security deposit is Rs 25000 for property in the MIG (Middle-income group) category and Rs 50000 for the higher income group category.
The person winning a bid must have a bid higher than the previous bidder. The person with the highest bid will win the property under auction. The winning bidder needs to pay 10% of the bid amount within 3 days from the completion of the auction and the remaining amount within 60 days after payment of the initial 10% amount.
Some discounts are available on the bidding amount which becomes the purchase price for the bidder. One discount is from 0 to 5% and the second from 0 to 25% of the bidding amount. These discount rates are decided by Rajasthan Housing Board (RHB) officials and the actual amount of discount is decided after these officials visit the site of the property and evaluate factors such as actual condition, environment, and location. Some properties are assessed before an auction and the rates are discounted for the minimum bid to start. As of December 2020, there were 7075 houses with discounted rates available and open for auction.
As of January 2021, there were almost 24000 houses available for auction all across Rajasthan in the areas of Alwar, Bikaner, Jaipur, Udaipur, Jaipur, and Jodhpur.

If approved, you may get a rebate on the remaining instalments.
Can I convert the property that I won in a lottery of the Rajasthan Housing Board into a joint property?
You can enter the names of the joint owners when you apply for registration and stamp duty payment. Once you have paid the full amount to the Rajasthan Housing Board, the property is yours and the RHB has no further interest or claims on it.
