Goa Proposes ?2.96 Billion Fund to Address Black Spots on Highways
The Goa Public Works Department (PWD) has recently submitted a proposal seeking funds of ?2.96 billion from the Union Ministry of Road Transport and Highways. The allocated funds will be utilized to address 15 identified black spots on highways in Goa. According to sources, the requested funds are intended for the financial year 2024-25.
Identification and Definition of Black Spots
The determination of black spots is based on comprehensive data compiled by the transport department and traffic police. An area is classified as a black spot if it has recorded an unfortunate history of five or more fatalities or ten serious injuries within a three-year period along a 500-meter stretch. Among the identified locations for proposed improvements is Nuvem, where fatalities have been reported.
Rising Accident Rates in Goa
Goa has been witnessing a worrying average of 7.8 accidents daily, with the number of accidents increasing at a rate of 12.9% per year. Fatality figures have experienced an alarming surge of 20.9% year-on-year. As of April this year, a total of 245 accidents have been reported in the state, resulting in 34 fatalities.
Current Efforts and Progress
Currently, the authorities have identified 64 black spots across national highways and other roads in Goa. Efforts are underway to address and mitigate the dangers at 12 of these locations, focusing on the Panaji-Belagavi highway. Approximately ?74 lakh has already been sanctioned for ongoing improvements.
Challenges and Opposition to Enhancements
Since 2022, the PWD has identified a total of 35 black spots, with an additional 29 marked last year. While certain road engineering issues have been tackled, the progress in some cases has been hindered due to local opposition, specifically regarding land acquisition necessary for widening. Aiming to eliminate all identified black spots by 2025-26, Goa is adhering to the directives of the central ministry.
Prompted Safety Assessments and Enhancements
An audit of the national and state highways in Goa was conducted in 2019, highlighting the need for ongoing safety assessments and enhancements. This has resulted in new measures being implemented to ensure the well-being of road users across the state.
