Haryana government allows S+4 construction

The Haryana government has announced that it will allow stilt-plus four-floor (S+4) constructions in the state, providing a significant boost to the real estate sector. This permission will be extended to old colonies with certain conditions and is expected to benefit the general public greatly. Residential Plots with Approved Layout Plans The permission for S+4 constructions will be granted without any conditions for residential plots in colonies/sectors where the layout plan is approved with four dwelling units per plot. This move will encourage the development of multi-floor buildings and help meet the growing housing demands of the state. Recognizing Specific Cases In addition to the above, the government will also grant permission for S+4 constructions in the already licensed Deen Dayal Upadhyay Jan Awas Yojana colonies, where the service plan is approved or revised for four dwelling units per plot. This ensures that existing colonies can take advantage of this new policy. Recommendations of Expert Committee The decision to permit stilt-plus-four floor constructions comes after more than a year’s ban. This move is based on the recommendations of an expert committee, which carefully reviewed the benefits and implications of allowing four-floor buildings. Conditions for Certain Colonies In colonies and sectors with approved layout plans for three dwelling units per plot, S+4 construction will be allowed with certain conditions for residential plots that have access from a road of 10 meters or wider. Such conditions include the submission of a mutual consent agreement with all adjoining plot owners, except for those who have already obtained S+4 approval or have a side setback of 1.8 meters on all floors maintained from adjoining plots. Clarifications on Basement and Common Wall If a plot already has permission for three floors and a basement, the new S+4 construction permission does not allow for basement construction or loading on the common wall. However, in such cases, basement construction and loading on the common wall will be allowed with the mutual consent of neighboring plot owners. Utilizing Collected Funds for Infrastructure The government has collected Rs 1178.95 crore in dues related to S+4 approvals from various agencies, with Rs 689.8 crore collected by the Town and Country Planning Department. This money will be utilized to enhance the infrastructure in all sectors/colonies. Establishment of a Portal To streamline the process and address any issues related to S+4 constructions, the department will establish a portal. This portal will provide public access to permissions related to S+4 floors and other relevant information on an ongoing basis. Focused on Accountability and Quality To ensure the integrity of the policy, the government will impose a condition during the approval of building plans or granting of occupancy certificates. If the stilt area is fully or partially covered, the building plan approval or occupancy certificate will be deemed withdrawn. This measure aims to eliminate the practice of covering the allotted stilt area. Enhancing Housing Infrastructure Overall, this decision by the Haryana government to permit stilt-plus four-floor constructions is a significant step towards meeting the growing housing demands of the state. The policy will not only benefit the general public by providing more options for housing, but it will also contribute to the enhancement of infrastructure in all available sectors and colonies.
