Haryana to Establish Special Panel to Examine Stilt Plus Four-Storey Projects

Manohar Lal Khattar, the Chief Minister of Haryana, announced to the state legislative assembly on Wednesday that the Haryana government has determined to form a special panel to investigate the thorny subject of the development of stilt plus four-storey residential properties in Haryana.

According to officials, the panel will be made up of urban city planners, members of citizens’ welfare organisations, and the employees of Haryana Shahari Vikas Pradhikaran (HSVP) and the Department of Town and Country Planning.

Mr Khattar stated that the approval issued for constructing a four-storey house with stilt parking in sectors of the HSVP had been placed on hold in response to a conversation on the governor’s speech during the ongoing assembly’s budget session.

As there have been complaints about this issue, according to Khattar, the administration has established a special board to investigate the situation.

The CM informed the House that plans for any new building would not be approved before the special panel submitted its report.

Earlier, the Minister of Agriculture, JP Dalal, told the state assembly that any choice to revoke the fourth floor’s registration needed to be made after careful consideration as in the conceivable future became clear that this type of decision was not suitable for particular towns or circumstances. The call to attention notice was made by Congress MLAs Aftab Ahmed, Bharat Bhushan Batra, Neeraj Sharma and Varun Chaudhary on the same issue.

Later, in around 2014, the appeal for such rules in the towns of Haryana was made as a result of the growing popularity of four-floor registration in Delhi. The public’s desire for four floors registration, therefore, increased between 2017- 2018. On November 21, 2018, a decision about the policy was made initially to facilitate documentation of 4 floors on residential buildings in response to this demand from the general public, the response stated.

It added that the decision of the policy to permit the enrollment of four stories was applicable throughout the state and encompassed all housing plots, whether created by colonists or the HSVP.

“As of right now, authorisation has been given for four levels of construction and the registration in approximately 6,500 cases of developers and colonisers in Haryana. Of these, most of the properties have already seen the completion of the construction process, and many of them have also seen the completion of the floor registration process. Also, drafts of the building for roughly 12,000 HSVP buildings with stilts and 4 stories have been approved,” according to the response.

According to Dalal, there is no immediate need to update the current infrastructure services. In order to lessen the parking issue, installing stilts is required when building on stilts plus four levels. The hindrances have been decreased to increase the ground covering, but the minute roadblocks have been kept to ensure enough ventilation and light.

A panel of government officials must visit the locations and evaluate the damage in the event that a building on adjacent plots is alleged to have caused damage.
