HMDA – Hyderabad Metropolitan Development Authority was established in the year 2008. It is an agency that works on the developmental plans of Hyderabad, Telangana. HMDA was formed by combining several other authorities such as Hyderabad Urban Development Authority, Cyberabad Development Authority, Hyderabad Airport Development Authority and Buddha Purnima Project Authority.
The primary purpose served by HMDA is the planning, coordination, implementation, and execution of plans for meeting the development of the Hyderabad Metropolitan Region.

Major Roles and Functions of HMDA Hyderabad
The major roles and responsibilities of HMDA plan are as follows:–
- To prepare a complete Metropolitan blueprint.
- To do the preparations for the development of Metropolitan such as investments and financial planning, plan revisions and prioritising the implementation of the plan.
- To execute and implement the projects and schemes within the decided timeframe.
- To create an authorised body for coordinating, executing and planning the decided schemes and projects in the metropolitan region.
- To coordinate with the municipal corporation and several other local authorities for all the developmental activities. The authorities are:
- The Hyderabad Metropolitan Water Supply and Sewerage Board,
- The Telangana Transmission Corporation,
- Telangana Industrial Infrastructure Corporation,
- The Telangana State Road Transport Corporation, etc. of the metropolitan region.
- To supervise and closely monitor the entire execution and implementation of all the projects and the schemes in the metropolitan cities.
- To manage the expenses of the Metropolitan Development Fund.
- For preparing and taking care of the implementation and providing alternate methods for rehabilitation to people and fulfilling their needs.
- Allocating lands to local bodies and public agencies with terms and conditions.
- Approving land acquisition programmes or proposals of the local government authorities and departments along with several functional agencies in the metropolitan areas.
- To get into contracts or agreements for fulfilling the planning, implementation, and execution of projects and schemes.
- To acquire movable or immovable assets by purchasing, exchanging, keeping them as a mortgage or on the terms of negotiated settlements or by any other method under the permitted legal laws.
- Built and managed the Hyderabad Metropolitan Land Development Bank.
- Take up land acquisition if necessary for public use, development of towns and development of any infrastructure.
- To work for public amenities and conservation of the environment.
- Allocating finances as per the planned programs and projects, managing and monitoring the finances and planning the budget allocations for the concerned developmental works.

HMDA Master Plan 2031
The Hyderabad Master Plan 2031 envisioned a population of one-hundred and eighty-four lakhs, a workforce of sixty-five lakhs and present development trends including the outer and inner ring road and radial roads.
The HMDA Master Plan 2031 suggested a radial structure for developing new urban nodes and centres in Hyderabad. This will promote a planned development in the primary regions of Hyderabad.
