Mhada hands over Patra Chawl redevelopment units finally

The long-awaited redevelopment of Patra Chawl, known as Siddharth Nagar in Goregaon, has finally come to fruition. After enduring nearly 16 years of delays, the Maharashtra Housing and Area Development Authority (MHADA) is set to officially hand over the keys to the original tenants. This redevelopment project, comprising 672 self-owned flats, represents a significant milestone in a journey filled with uncertainty for these long-standing residents. The original tenants, who have been waiting for over a decade, are now able to take possession of their new homes, marking a momentous end to their prolonged struggle for housing stability. Construction on the project commenced in 2022, following years of setbacks, with plans to build 16 wings spanning a total plot area of 17,463.30 square meters and a built-up area of 45,200.91 square meters. Each of the new flats boasts a carpet area of 650 square feet, complemented by a 117-square-foot balcony, ensuring ample space for families. Additionally, these contemporary residences come equipped with modern features such as false ceilings in the living rooms, service platforms in kitchens, and balconies adorned with stainless steel glass railings. Alongside these upgrades, the redevelopment also includes various amenities aimed at enhancing residents’ quality of life, such as community halls, children’s play areas, and fitness and meditation centers.

Progressing Through Challenges

The initial groundwork for the redevelopment project began in 2009; however, progress was severely hindered after the original developer went bankrupt in 2017, leaving construction at a mere 40 percent completion. A tripartite agreement was established between the developer, MHADA, and the tenants’ society, which stipulated that the rehabilitation tenements would be completed within 36 months of tenants vacating the original land in 2009. Unfortunately, construction came to a halt in 2015 after rent payments of Rs 40,000 to tenants were also discontinued. While the developer continued to provide rent until 2014-15, the project was left in limbo, leaving hundreds of families uncertain about their future housing. The eventual completion of the redevelopment signifies a long-awaited resolution, with tenants finally receiving the homes they were promised after years of challenges and delays. This situation led to legal battles that escalated to the National Company Law Tribunal (NCLT), as tenants sought to reclaim their rights. After numerous setbacks, MHADA stepped in to revive the project under the leadership of then-Chief Minister Uddhav Thackeray, ultimately leading to a resolution.

A New Contractor and Renewed Hope

In 2018, MHADA took decisive action by canceling the agreement with the bankrupt developer due to significant delays, non-payment of rent, and fraudulent activities, including the unauthorized sale of land to other developers. Subsequently, a new contractor, Relcon, was appointed in February 2022 to complete the project, which was valued at approximately Rs 320 crore. The renewed efforts by MHADA included starting rent payments of Rs 25,000 for each tenant in 2018, providing some financial relief during the tumultuous period. Similar to MHADA’s lottery system, the allocation of the 672 flats will be determined floor-wise, ensuring a fair distribution among tenants. However, despite these advancements, many residents have expressed dissatisfaction with MHADA, criticizing the authority for not acting sooner. Tenants assert that while MHADA acquired 43 acres of the 47-acre redevelopment site, they feel the benefits have not been shared equitably. They are urging MHADA to allocate some of the additional homes within the building to the housing society, which could generate revenue for maintenance. While the new flats have received an Occupancy Certificate, the lingering frustrations regarding the prolonged delays and insufficient support underscore the need for improved communication and transparency from MHADA.

As the tenants prepare to move into their new homes, the completion of the Patra Chawl redevelopment project serves as a crucial turning point for many families who have faced immense uncertainty. The extensive delays and legal hurdles underscore the challenges faced by housing authorities in managing such large-scale projects. The dedication of MHADA to finally bring the project to completion can be seen as a commitment to rectifying past mistakes and ensuring that residents receive the housing they were promised. However, the ongoing dissatisfaction among some tenants highlights the importance of community engagement and accountability.
