Police verification is one of the stages of acquiring a passport. You can apply for a fresh passport or renew the existing one as per the regulation of the Ministry of External Affairs. In some cases, police verification for a passport is not required depending on the existing documentation and application type.

What is Post Police Verification for Passport?

The police verification for the passport verifies the identity of the applicant and the address proof. In general, the police personnel conduct the verification process from the applicant’s local police station.

The process of police verification can be different according to the state norms. Post taking the appointment, police personnel will visit the applicant at the provided address for confirmation of the details mentioned in the passport application. The police personnel can also ask the applicant to show the documentation for identity verification. 

Post successful scrutiny, a report of clearance will be provided to the applicant by the police officer. Additionally, the passport office will be dispatching the applicant his/her passport within 4 to 5 days once they receive the recommendatory Police Verification Report (PVR) 

Required Documents for Passport Verification

The following documents are required for passport verification:

  • Voter ID
  • The 18- digit unique identification Aadhaar number by UIDAI
  • Permanent Account Number (PAN Card)

You need to submit these documents with your application for police verification of your passport.

Note – Applicants below the age of 18 years don’t need police verification for a passport.

Steps to Download Passport Police Verification Form

Police verification for a passport is also known as the Police Clearance Certificate. Follow the steps below to download the Passport Police Verification form/Police Clearance Certificate:

Step 1- Go to the official website of Passport Seva.

Step 2- On the Homepage, adjacent to the National Call Centre Number, you will see the “Before You Apply” section. Click on the “Forms and Affidavits” Option.

Step 3- Now click on the “Download e-forms” option, and you will be redirected to the Download Passport e-Form page.

Step 4- Select the “Click here” option for Police Clearance Certificate (PCC).

Your passport verification form will be downloaded on your device in PDF form.

Online Passport Police Verification

Follow the steps below for online passport police verification:

Step 1- Go to the official portal of Passport Seva and tap on the “Register Now” option.

Step 2- Post completion of the registration process, login into the portal with your user Identification.

Step 3- Choose the “Apply for Police Clearance Certificate” and fill in the relevant details in the section.

Step 4- Tap on the “Pay and Schedule Appointment” option and proceed to make the online payment.

Step 5-  Choose the “Print Application Receipt” option and the receipt will be generated with an Application Reference Number (ARN). The applicant will also receive an SMS of your ARN on the registered phone number.

Step 6- Go to the Passport Seva Kendra (PSK) or Regional Passport Office (RPO). 

Note – Carry original as well as hard copies of all the required documents at the office you visit.

Passport Police Verification with Aadhaar

The applicant can use their Aadhaar as a document proof. The Ministry of External Affairs has allowed the facility to make the verification process more streamlined. To avail this facility, the applicant has to submit Aadhaar Card, PAN, voter ID and affidavit (Annexure E).

The passport authority will issue you a passport as soon as they verify the Aadhaar. However, those people who have a criminal record can’t take advantage of this facility.

What is the Process of Passport Verification?

Post completion of the application form, the applicant has to undergo the process of police verification. The police personnel verifies the documentation and other information presented by the applicant in the passport application. The police verification can be done by 2 processes:

Pre-Police Verification – This verification is conducted before the passport office issues a passport to the applicant. Police personnel from the applicant’s address jurisdiction verifies the applicant’s name, DOB and address.

Post-Police Verification – This verification is done post issuing a passport to the applicant.

Passport Police Verification Status

There are different statuses for verification and the types are as follows:

  • Clear – The Clear status indicated that the applicant has no criminal proceeding or record against him/her and there is no cause for concern.
  • Adverse – The Adverse status specifies that the submitted information has some irregularities and inconsistencies. This status shows that the passport of the applicant is either cancelled or withheld. The inconsistencies could be due to false or incorrect information of address and others. If the police found any criminal records against the applicant, then adverse status can be seen on the status.
  • Incomplete – The Incomplete status indicates that the applicant has submitted incomplete information and due to that the verification process has been stopped halfway. In some cases, if the applicant has been a resident of a place for a short duration, and it is not possible to verify the previous address, then the police can label the status incomplete.

Post completion of police verification, the passport of the applicant can be cancelled or approved. If the status shows an ”Incomplete” or “Adverse” remark, then the applicant should visit the police station to get aware of the reason by which the verification report has been issued.

Post Police Verification for Passport Reissue

The post police verification is done after the passport is issued to the applicant. Police verification is not required to reissue or renew the passport if the validity of the passport is not expired. To avail this facility, there should be no criminal proceeding against the applicant. 

The working employees in the public, statutory body and government sectors can get a passport without police verification by the department. After submitting the NOC as per Annexure G, a passport can be issued on the basis of post police verification.

Rejection of Passport in Police Verification

Several passports are issued before the completion of the police verification process. However, the application procedure is incomplete without police verification. An application may get rejected if the applicant fails to submit legitimate documentation and fills the address detail incorrectly. Also, if they are unavailable at the time of police verification due to shifting to some other location, then, it may cause rejection of the application as well.
