On the 75th Independence day of India, Narendra Modi, the Prime Minister of India, announced the ₹100 lakh crores project, Gati Shakti Master Plan. What is Gati Shakti Mission?

Gati Shakti is the master plan launched by the Indian Prime Minister to boost infrastructure  development in India. The master plan was announced on the 75th Independence Day and was launched on 13th October 2021. This will be done by integrating the infrastructural sector’s policymaking. Under this plan, all the stakeholders are aimed to work towards the infrastructural development in India. The plan anticipates a central portal with all the existing and planned infrastructures of 16 ministries and their departments. It will have a holistic approach for the integrated planning and coordination for the infrastructural connectivity projects. 

It is a multi-modal connectivity plan that focuses on providing seamless and integrated connectivity for movement from one place to another with different modes of transportation. Gati Shakti Yojana will also facilitate the connectivity of the last mile of the various infrastructures and will result in time efficiency during travels.

Earlier the various departments lacked coordination for instance, after the construction of road, several other departments would dig up the constructed pathway for several reasons, such as gas pipeline, laying the underground cables, etc. The lack of coordination led to inconvenience and the wastage of resources as well as expenditure spent for the construction. 

To overcome this, coordination among the different departments was established through the Gati Shakti scheme, so that all the work (laying electric wires, gas pipelines, etc.) can get done simultaneously. Other issues are also addressed under the PM Gati Shakti plan, such as the time-taking process for approval, regulatory clearances’ abundance, and many more. In the last few years, the Indian Government started giving unparalleled focus towards the infrastructure with a systematic approach for development. Hence, under the PM Gati Shakti National master plan, the government and the various departments can institutionalise the planning for the stakeholders for considering the infrastructure projects. 

Unlike before, when the planning and development were done separately, now the planning and approach will be done with a common goal.

Pillars of Gati Shakti Scheme

There are six pillars of the Gati Shakti Scheme, which are as follows:

  • Prioritisation: Via the coordination and cross-department interactions under PM Gati Shakti Yojana, they will be able to prioritise their projects and can establish a better approach for the project.   
  • Comprehensiveness: This includes all the existing as well as the planned aspects of the different ministries and departments under one centralised gateway. This will help to concur accountability and to check each other’s activities. It will also provide the crucial information that will help in planning and executing the projects with a comprehensive approach.
  • Optimisation: With the Gati Shakti Master Plan, the ministries, and departments get to analyse the projects and find the critical gaps. This helps them in choosing the optimum path for the transportation of goods, and people from one place to another in terms of cost and time. 
  • Analytics: The Gati Shakti plan has all the data under a centralised portal with the GIS-based dimensional planning and analytical tools. These have more than 200 layers that enable improved visibility for the executing department.   
  • Synchronisation: All the ministries and departments used to work on their own. This resulted in delayed projects as there was no coordination or systemic planning among the sectors. With the Gati Shakti scheme, all the activities of various ministries and departments easily get coordinated and get synchronised for aggregated planning.   
  • Dynamic: Under the national master plan Gati Shakti, all the cross-sectoral activities are visible to the other sectors. This enables the other sectors to visualise, review, as well as monitor the activities of other sectors. The GIS-based platform will get the satellite real-time images of the ground process and the project’s progress on a regular basis. This will be an added advantage for the enhancement and updates in the Gati Shakti master plan.   

Key Objectives of the Gati Shakti Mission

The main objective of the Gati Shakti Scheme is to manufacture products in India that are more competitive. This will be done by cutting down the cost of logistics and improving the supply network. With the help of PM Gati Shakti, the country will attract more investments from foreign investors for the development of India’s infrastructure.

Currently, the supply network and infrastructure cost about 12% of Gross Domestic Product (GDP). This cost is higher than the global cost, which is 8%. A range of factors contributes to the higher cost of the sector, such as depending upon the road transportation, less preference of water transportation, railways, and airways. These factors contribute to the higher costs as compared to the global costs and make it less competitive in the global market.

There are several other factors like delayed processing, delayed approvals and communication breaks between the stakeholders that leads to slow decision-making, time and higher costs. As a result, these all contribute to the slow infrastructure growth in India. The PM Gati Shakti will centralise the infrastructure projects of selected corridors. It will assist the various ministries to plan their projects with coordination. This plan will prevent the overrun costs and help in fast-decision making. The Gati Shakti scheme will be a game changer in the infrastructure sector development.

The lack of coordination and communication gaps between states, ministries and departments will be covered under the Gati Shakti Yojana. 

Goals of PM Gati Shakti Plan

  • Increase in the capacity of roadways along with the network of national highways. This will touch the mark of 2 lakh kilometres.
  • The aviation sector will get a boost (with constriction of around 200 new airports, water aerodrome, and heliports in the country) as envisioned in the national master plan Gati Shakti.
  • Increase in around 1600 tonnes of railways cargo transport by Financial Year 2025. 
  • The transmission network will get increased up to 454,000 circuit kilometres along with easy electric access to the citizens.
  • Renewable energy capacity will be increased up to 225 Giga Watts by Financial Year 2025.
  • By the Financial year 2025, 17,000 kilometres of gas pipelines will also get completed.
  • The villages will receive 4G connectivity by Financial Year 2022.
  • Around 20 mega food parks will also get established.
  • 2 defence corridors and 11 new industrial corridors will be constructed in Uttar Pradesh and Tamil Nadu.
  • Around 202 harbours, fishing clusters, and landing centres will also get established.
