Sancoale Panchayat Requests Evidence of Infrastructure Permissions, Refuses Lawyer’s Recording

Show Cause Notice Issued to Parmesh Construction Company by Sancoale Panchayat

The Sancoale panchayat has made a unanimous decision regarding the multi-dwelling units being constructed by Bhutani Infra at Savarfond. In a three-hour meeting, it was resolved to issue a show cause notice to Parmesh Construction Company, the project proponent, raising concerns about various violations. The notice requires a response within seven days, during which Parmesh Construction must explain why its license should not be revoked.

The panchayat members have emphasized the need for Parmesh Construction to provide documentation regarding the permissions it has obtained from different government departments. This additional information is crucial for the panchayat’s evaluation and consideration of the show cause notice.

There were some tense moments during the panchayat body meeting when a lawyer attempted to record the proceedings. However, the objection of four panchayat members, namely Tulshidas Naik, Maria Azavedo, Nidhi Naik, and Maurileo Carvalho, led to the lawyer being prohibited from attending the meeting. Consequently, the members showed their support for the movement against the mega project and its potential violations.

Tulshidas Naik, who is the president of the BJP South Goa district and a panchayat member, has highlighted certain key deficiencies in the project’s documentation. According to him, Bhutani Infra lacks environmental clearances, a no-objection certificate (NOC) from the forest department for tree cutting, and other necessary permissions related to water, electricity, and health. He has further pointed out the absence of a contour plan for hill cutting, mandated under Section 17A of the TCP Act. Additionally, the project lacks an NOC from the flying command officer of the Indian Navy, as it lies within the radius of the flying zone of Goa International Airport.

Naik’s allegations also include claims of improper practices in the granting of the construction license. He stated that the license was approved within a single day after receiving a letter from the project proponent on March 11, 2024. These allegations suggest that the required terms and conditions were not thoroughly reviewed, and necessary document verification procedures were neglected.

This move by the Sancoale panchayat demonstrates their commitment to ensuring compliance with regulations and safeguarding environmental and infrastructural norms. With the potential revocation of the license, it remains to be seen how Parmesh Construction Company and Bhutani Infra will respond to the show cause notice. The outcome of this situation will have a significant impact on the real estate proceedings in Sancoale and set a precedent for adherence to guidelines and permissions in the area.
