Since its inception, the TNSCB has built 4.13 lakh houses or tenements, including reconstruction of them. Moreover, it rendered developed plots to 1.31 lakh families in 732 different slums through the Madras Urban Development Programme (MUDP)/Tamil Nadu Urban Development Programme (TNUDP). Until March 2021, the board has invested ₹ 14,396 crores in enforcing numerous capital works for urban slum families.

Tamil Nadu Slum Clearance Board – Overview
Tamil Nadu Slum Clearance Board is the old name for Tamil Nadu Urban Habitat Development Board (TNUDB). As the name suggests, the Tamil Nadu Slum Clearance Board (TNSCB) is an administration dedicated to looking after the implementation of slum redevelopment, housing, resettlement programmes and rehabilitation across the state.
The main motive of TNSCB is to eradicate the slum and render hygienic tenements in Tamil Nadu. The TNSCB was instituted by Tamil Nadu Slum Areas (Improvement & Clearance) Act 1971.
The authority was appointed in 1970. Earlier, it worked actively in Chennai; however, by 1984, the slum clearance board expanded out across the other metropolitan regions of Tamil Nadu.
The authority envisions slum-free cities until 2023 and has embarked on several in-situ plotted and infrastructure development projects, in-situ tenemental schemes, resettlement and rehabilitation schemes to enhance the living standards of the urban slum dwellers in the state.
What is the Duty of TNSCB?
Slum families often go through the repercussions of natural calamities and hazards such as fire, floods, and other misfortunes.
The Tamil Nadu Slum Clearance Board or the TNUDB discovers such vulnerable households and creates tenements for them. Every tenement consists of a bedroom, an independent toilet, a kitchen, a multipurpose room and arrangements.
Besides, it is also assured that these tenements have access to the roads, street lights, and a proper drainage system.
Currently, TNSCB is looking after 1,79,386 storied tenements, out of which 1,20,886 tenements alone are maintained in Chennai, while the remaining 58,500 tenements are in other towns and cities.
Eligibility Criteria for Tamil Nadu Slum Clearance Board Scheme
Applicants who are willing to avail of the benefits of the TNSCB scheme must meet the following criteria:
- At the time of allotment, the applicant must have completed the age of 21.
- The applicant or his/her spouse or minor kids must not own a flat/ house/ plot in Tamil Nadu Housing Board previously.
- She or he must be a native of Tamil Nadu.
- Applicants for various categories must have the necessary income as described in the table below:-
L.I.G (Lower Income Group) | Rs 12,001/- to Rs 18,000/- per month |
E.W.S. (Economically Weaker Section) | Up to Rs 12,000/- per month. |
H.I.G. (Higher Income Group) | Rs 37,001/- to Rs 62,000/- per month |

How to Apply for Tamil Nadu Slum Clearance Board Housing Scheme?
After the construction and development of house sites or flats, when they finally reach the final stage, the authority will issue advertisements in the leading newspapers. The ads will invite applications for the allotment of houses/ flats/ plots (in short units).
You can apply for the allotment of houses or tenements by filling up the application form. You need to contact the respective Mofussil Unit/City Division specified in the advertisement either in person or via the post to obtain the application form. Also, you will have to pay the cost of the application form.
Fill up the application properly and choose one of the four categories you fall under. The categories are based on the income of the applicant, namely, EWS (Economically Weaker Section), Higher Income Group (HIG), Middle Income Group (MIG), and LIG (Lower Income Group).
In case the number of applications surpasses the number of units for allotment, the authority will hold the system of “withdrawal of lots” in the presence of the General Public.
The board will then scrutinise the applications received thoroughly. If everything seems valid and the applicant is found eligible, his/her application will be incorporated into the list. This will be done based on the category wise reservation.
Price of TNSCB Tenements
Every tenement is heavily invested and therefore, the slum family or dwellers residing there have to pay ₹ 250 per month, for a duration of 10 years.
The tenements are on a hire-purchase system and they are situated in areas where the equitable distribution of space isn’t possible. Therefore, existing structures are removed so that tenements can be built.

Jan 25 2022, 7,500 Families under TNUHDB to Receive New Houses
The technical committee recommended that the Tamil Nadu Urban Habitat Development Board should shift around 7,500 families to alternative housing units this year. The decision was made based on the fact that the buildings in which those families are residing are quite unsafe due to the deterioration of the building structure.
While other 15,000 houses have been discovered and people will be relocated in following years. Moreover, once the dwellers are shifted, the building will be reconstructed in phases.
As a part of it, over 300 families in the Dooming Kuppam Scheme on 24 January 2022 in Santhome were allotted alternate houses under the TNUHDB’s Nochi Nagar Scheme and were asked to vacate their present residences. The residents are supposed to be relocated in batches.
Jan 18 2022, Officials to Offer House to a Destitute Woman under TNSCB
Recently, a woman named Guru Backiam was deserted by her husband after she caught chronic seizures. A photograph of her feeding a minor girl suffering from epilepsy went viral on social media, which drew the attention of the Virudhunagar district administration.
The officials came to her rescue and handed over ₹ 10,000. The Collector of the town, J. Meghanath Reddy, visited her with a team of medical officers to render her better treatment. Moreover, he promised her a house under the Tamil Nadu Slum Clearance Board. However, the woman wanted a house nearby where she is residing. So, the officer promised to offer her a free house nearby.
