According to the census 2011, the urban population of Uttarakhand was 30.5 Lakh that includes census towns & cantonment area. The population in the urban area in the state is mostly congregated in larger towns like Haridwar at 2.31 Lakh and Dehradun having a population of 5.75 Lakh. The urban population is also more in the developed towns that are rich agriculturally and developed industrially. These are towns in the southern part of the state, like Rudrapur, Kashipur Roorkee & Haldwani. However, one may like to visualise the fact that Dehradun, which is state capital and centre of policymaking, has experienced a drastic enhancement in its urban population. It has grown with an average annual growth rate of over 4% in the last decade i.e. between the Census-2001 and Census-2011.
Besides the resident population in the urban area, Uttarakhand has quite a few tourist places and places of pilgrimage e.g. Mussoorie, Haridwar, Nainital, Badrinath, Rishikesh, Kedarnath, Gangotri, Yamunotri, Hamkund Sahib, Piran Kaliar etc. As a result, a great number of pilgrims & tourists visit these places all through the year. As per data from the Department of Tourism approximately 268.09 Lakh and 311.08 Lakh tourists came to Uttarakhand during the years 2011 and 2010 respectively. These figures, are almost 3-times the entire population of the Uttarakhand state.
Uttarakhand already has two functioning divisional offices of the departments of Town and Country Planning. They are Dehradun and Kumaon Sambhagiya Niyojan Khand, Garhwal Sambhagiya Niyojan Khand, and Haldwani.
There are limited staff and resources and that’s why the department prepares Regional and Master plans. This is for the balanced development of the towns and rural areas with difficulties of unusual geographical conditions and environmental considerations.
