All Indian citizens, including NRIs, can apply for DDA flats in Delhi regardless of their state of residence, as long as they meet the eligibility requirements and have a valid PAN card, Aadhaar card, and savings bank account in any nationalised bank in India. Flats are assigned based on a lottery draw.
